<title>Global Warming to Increase Heat-Related Deaths in Houston </title>

<description>Extreme Heat Will Claim 192 Lives By Mid-Century, According to Expert AnalysisHouston &#x26;ndash; The death toll from extreme heat in Houston each summer will increase from about 24 to nearly 32, resulting in 192 additional heat-related deaths by mid-century as global warming drives up summertime temperatures, according to a new report released by Environment Texas and conducted by Applied Climatologists, Inc. experts Dr. Laurence Kalkstein of the University of Miami and Dr. Scott Greene of the University of Oklahoma.The study&#x26;rsquo;s examination of twenty-one U.S. cities found that 23,160 additional heat-related deaths would occur due to global warming-induced temperature increases. The average summer season would see a doubling of heat-related deaths, going from about 908 heat-related deaths per summer to almost 1,900 by mid-century. &#x26;ldquo;Make no mistake&#x26;mdash;heat kills,&#x26;rdquo; said JJ Karabias, Federal Field Associate with Environment Texas &#x26;nbsp;&#x26;ldquo;We need Congress to enact federal policy that reduces global warming pollution to the levels that science says will prevent the worst effects of global warming.&#x26;rdquo;The report uses two measures to show the likely changes. The first measure pinpoints the change in &#x26;ldquo;increased mortality days,&#x26;rdquo; which are days that exceed a city&#x26;rsquo;s temperature threshold for excess mortality. In Houston that heat threshold is 110 degrees and the city currently experiences 5 days above that threshold, increasing to 12 by mid-century. The second measure looks at deaths that occur once the temperature threshold is exceeded. Houston currently experiences an average of 24 heat-related deaths per summer. That is projected to increase to about 32 by mid-century.The prolonged high temperatures of future heat waves will impact aging baby boomers the most, with young children, people with certain medical conditions, and people who work or exercise outdoors also being at elevated risk. In addition, the urban poor, many of whom do not have air conditioning and lack access to air-conditioned public places, are vulnerable to heat-related illnesses. &#x26;ldquo;We must commit to cutting our global warming pollution by 80% by 2050 to avoid the worst effects of global warming,&#x26;rdquo; said Karabias. &#x26;ldquo;Representatives Gene Green and the rest of the Houston congressional delegation should waste not a minute more in co-sponsoring science-based, emission cutting legislation. If we are to avoid the worst effects of global climate change, the time to act is now. Houston&#x26;rsquo;s geographical positioning makes it particularly susceptible to the effects of warming.&#x26;rdquo;The study&#x26;rsquo;s findings are consistent with a 1997 scientific study by Drs. Kalkstein and Greene on the relationship between changing climate and mortality in large U.S. cities, published in &#x26;ldquo;Environmental Health Perspectives,&#x26;rdquo; which also found that populations in mid-latitude cities tend to be those most affected by temperature changes. As a result, the increases in mortality during heat waves are generally higher in the northern cities. The study was conducted through Dr. Kalkstein&#x26;rsquo;s firm, Applied Climatologists, Inc. &#x26;ldquo;Kalkstein and Green&#x26;rsquo;s analysis projecting significant increases in heat-related mortality joins a growing scientific literature on the current and coming health effects of climate change,&#x26;rdquo; said Dr. Bonnie New, a Houston-based, board certified Occupational and Environmental Physician. &#x26;ldquo;The human health effects, both direct and indirect, of global climate change will be severe in terms of both morbidity and mortality. The time to address the problem is now.&#x26;rdquo;</description>

Specifically, the group highlighted the threat of rising winter temperatures lessening the cold weather that has historically given cold weather teams an edge over warm weather rivals.         While numerous studies have documented the many serious ways in which global warming could harm the country&#x26;rsquo;s environment, economy and quality of life, from more severe heat waves to the spread of infectious diseases, today&#x26;rsquo;s event was intended to show how even the game of football could be altered.   &#x26;ldquo;As if we needed another reason to tackle global warming, now even football could be affected,&#x26;rdquo; said Nathan Willcox, Energy &#x26;amp; Clean Air Advocate with Environment America.  &#x26;ldquo;Congress must get serious about global warming before rising temperatures fumble away cold weather teams&#x26;rsquo; home field advantage.&#x26;rdquo; National trends from recent seasons suggest that a home field advantage for cold weather teams over their warm weather rivals may truly exist.  Environment America pointed to the National Football League&#x26;rsquo;s 14 cold weather teams having won 65 percent of their home games played after Halloween against warm weather teams from 1998 through 2005.Unfortunately for the fans of these cold weather teams, winter temperatures are on the rise in cold weather teams&#x26;rsquo; cities across the country, potentially threatening the home field advantage that these teams have historically enjoyed.  Specifically, Environment America compared the average temperatures in 14 cold weather teams&#x26;rsquo; cities* for the last seven football seasons to the average temperatures measured in those cities from 1971-2000.  In just the last seven years, the cities&#x26;rsquo; average temperatures from November through January have risen significantly.   Environment America&#x26;rsquo;s analysis found that:&#x26;middot;  All 14 cold-weather teams&#x26;rsquo; cities&#x26;mdash;including those of the Super Bowl-bound New England Patriots and New York Giants&#x26;mdash;saw an increase in winter temperatures from 2000-2007 as compared to the previous thirty years.  &#x26;middot; The Green Bay Packers had the largest temperature increase during the last seven seasons, a 4.1 degree Fahrenheit increase as compared to the previous thirty years.&#x26;middot; The New York Giants and New England Patriots saw temperature increases of 1.7 and 0.8 degrees Fahrenheit respectively during the last seven years, as compared to the previous thirty years.   Environment America obtained the temperature data from the National Climatic Data Center, which is part of the National Oceanic and Atmospheric Administration.  The data was collected from &#x26;ldquo;First Order&#x26;rdquo; weather stations, which are staffed in whole or in part by National Weather Service personnel. Environment America warned that unchecked global warming would put much more at stake than the fortunes of cold weather football teams.  The world&#x26;rsquo;s top climate scientists have made it clear that global warming is real and that human activity is responsible for most of the rise in temperatures since 1950.  And the first signs of global warming are already appearing in the United States and around the world&#x26;mdash;sea levels are rising, snowpack is declining, and storms are increasing in intensity. The group has long promoted science-based reductions in the pollution that causes global warming.  &#x26;ldquo;The good news is that there&#x26;rsquo;s still time for a second half comeback,&#x26;rdquo; said Willcox.  &#x26;ldquo;We have the technology at our fingertips to cut global warming pollution and create a clean energy future.  Our leaders in Washington must take aggressive action to put these global warming solutions to work.&#x26;rdquo;   &#x22;The U.S. Senate could consider key global warming legislation this spring&#x26;mdash;the &#x26;ldquo;Lieberman-Warner Climate Security Act of 2007.&#x26;rdquo;  Environment America has recognized the important efforts of the bill&#x26;rsquo;s supporters, but also called for the bill to be strengthened in several key ways.  Specifically, the bill&#x26;rsquo;s current pollution reduction targets fall short of what the science says is necessary to avoid the worst effects of global warming, and gives away excessive subsidies to polluting industries.  Scientists have said that pollution reduction cuts of at least 15-20 percent by 2020 and at least 80 percent by 2050 are necessary to avoid the worst effects of global warming. Willcox concluded by urging the Senate to strengthen the &#x26;ldquo;Lieberman-Warner Climate Security Act of 2007,&#x26;rdquo; and by calling for support for the Global Warming Pollution Reduction Act in the Senate and the Safe Climate Act in the House&#x26;mdash;the only pieces of legislation in Congress that include the pollution reduction targets that scientists say are necessary to avoid the worst effects of global warming. &#x26;ldquo;Trying to solve global warming with measures that are less than what the science calls for is like the Giants trying to win Sunday with their bench players,&#x26;rdquo; said Willcox.  &#x26;ldquo;It&#x26;rsquo;s critical that Congress follows the science so that we have a fighting chance of tackling global warming.&#x26;rdquo;    *The 14 cold weather NFL teams included were the Denver Broncos, Washington Redskins, Chicago Bears, New England Patriots, Baltimore Ravens, Kansas City Chiefs, New York Jets, New York Giants, Buffalo Bills, Cincinnati Bengals, Cleveland Browns, Pittsburgh Steelers, Philadelphia Eagles and Green Bay Packers.  </description>

<description>December 4, 2007 Dear Senate Environment &#x26;amp; Public Works Committee Members, On behalf of Environment America, the new home of U.S. PIRG&#x26;rsquo;s environmental work, I am writing to urge your support for several critical strengthening amendments in Wednesday&#x26;rsquo;s committee meeting on the Lieberman-Warner global warming legislation (S. 2191).   Environment America is very encouraged that this bill has been strengthened in several key ways since its introduction, and is within reach of achieving what the science says is necessary to address the challenge of global warming. Most importantly, this legislation as amended by the Chairman&#x26;rsquo;s Mark and the Boxer 1st Degree amendment, could achieve necessary short-term science-based pollution reduction targets if the integrity of the pollution cap is maintained. Because global warming is such a serious problem, and because S. 2191 represents a serious first step, Environment America supports this bill, with a number of reservations.   There are a number of additional changes needed in order to ensure that the U.S. achieves the long-term global warming pollution reductions under this bill that scientists say are necessary to avoid the worst impacts of global warming, while supporting the clean energy resources that will be critical to achieving those pollution reductions. Specifically, we urge the Committee to support the following strengthening amendments: &#x26;bull;    Sen. Sanders&#x26;rsquo; amendment #4 to promulgate rules to cut global warming pollution 80 percent by 2050&#x26;mdash;the minimum reductions necessary to avoid global warming&#x26;rsquo;s worst effects. &#x26;bull;    Sen. Sanders&#x26;rsquo; amendment #5 to ensure that the United States achieves the pollution reductions called for science, by requiring a tightening of the emission caps if the National Academy of Sciences deems such action necessary to avoid the worst effects of global warming. &#x26;bull;    Sen. Sanders&#x26;rsquo; amendment #7 to help protect the integrity of the pollution cap by limiting the amount of offset allowances. &#x26;bull;    Sen. Clinton&#x26;rsquo;s amendment #1 to limit the free giveaway of pollution credits by significantly increasing the portion of pollution credits that are auctioned. &#x26;bull;    Sen. Cardin&#x26;rsquo;s amendment #1 to adequately fund EPA and other agencies to carry out the programs established by this bill, using funds from the sale of allowances. &#x26;bull;    Sen. Sanders&#x26;rsquo; amendment #3 to promote clean energy by maintaining the 85 percent carbon capture and sequestration (CCS) standard for CCS projects seeking bonus allowances. It is also critical that this bill not become weaker through the amendment process. We urge you to oppose any amendments that weaken the pollution cap or give additional subsidies to dirty or dangerous energy sources.   Global warming is the most pressing environmental issue facing this country, and this legislation represents a significant step toward addressing this challenge&#x26;mdash;but the science and scope of the problem demand that these additional strengthening amendments be adopted. <title>New Report: Extreme Downpours Up 24 Percent in U.S.</title>

<description>U.S. Senate Urged to Strengthen Key Global Warming Legislation   Washington, DC&#x26;mdash; Storms with heavy rainfall are now 24 percent more frequent in the U.S. than they were 60 years ago, according to a new Environment America report released today.  The report makes it clear that the United States is already experiencing extreme downpours much more frequently, consistent with scientists&#x26;rsquo; predictions about global warming.&#x26;ldquo;At the rate we&#x26;rsquo;re going, what was once the &#x26;ldquo;storm of the decade&#x26;rdquo; will soon seem like just another downpour,&#x26;rdquo; said Environment America&#x26;rsquo;s Washington DC Director Anna Aurilio. Aurilio pointed to the rainstorm that hit Washington, DC and much of the east coast in late June, 2006, as an illustration of what more extreme rainstorms could mean for the region.  That rainstorm, which broke the one-day, two-day and one-week records for rainfall at Reagan National Airport outside Washington, flooded buildings like IRS, caused mudslides that closed the Capital Beltway, left tens of thousands of homes without power, and even felled a 100-year-old tree on the White House grounds. &#x26;ldquo;More frequent downpours, fueled by global warming, will leave the U.S. even more vulnerable to dangerous flooding in years to come,&#x26;rdquo; said Aurilio.   The new Environment America report, When it Rains, It Pours: Global Warming and the Rising Frequency of Extreme Precipitation in the United States, examines trends in the frequency of large rain and snow events across the continental United States from 1948 to 2006.  Using data from 3,000 weather stations and a methodology originally developed by scientists at the National Climatic Data Center and the Illinois State Water Survey, the report identifies storms with the greatest 24-hour precipitation totals at each weather station, and analyzes when those storms occurred. Nationally, the report shows that storms with extreme precipitation have increased in frequency by 24 percent across the continental United States since 1948.  At the state level, 40 states show a significant trend toward more frequent storms with extreme precipitation, while only one state (Oregon) shows a significant decline.  Key findings in the report include: Storms with extreme precipitation increased in frequency by 24 percent nationally from 1948 to 2006.  The New England and Mid-Atlantic regions ranked 1st and 2nd respectively among regions nationwide for the largest increase in the frequency of storms with heavy precipitation. States experiencing an especially high increase in extreme precipitation events during the period studied included Louisiana (52% increase), Massachusetts (67% increase), New Hampshire (83% increase), New York (56% increase), Rhode Island (88% increase) and Vermont (57% increase). Metropolitan areas showing an especially large increase in the frequency of large storms included Bloomington, IN; Elkhart-Goshen, IN; Baton Rouge, LA; Portland, ME; Jackson, MS; Binghamton, NY; Reading, PA and Williamsport, PA. These findings are consistent with the predicted impacts of global warming.  Scientists expect some parts of the United States to receive more precipitation as a result of global warming, while other parts receive less.  But regardless of the trend in total precipitation, scientists predict that the rain and snow that does fall will be more likely to come in big downpours and heavy snowstorms.  Environment America&#x26;rsquo;s Aurilio was careful to note that an increase in the frequency of extreme rainstorms does not mean more water will be available.  Scientists expect that, as global warming intensifies, longer periods of relative dryness will mark the periods between extreme rainstorms, increasing the risk of drought.  For example, the Intergovernmental Panel on Climate Change (IPCC) predicts that, under a scenario of intense warming, the percent of land enduring severe drought globally could be 30 times greater by the end of the century than it is today.&#x22;We can curb the severity of this problem only if our country acts boldly to reduce the pollution that fuels global warming,&#x26;rdquo; said Aurilio.According to the most recent science, the United States must reduce its total global warming emissions by at least 15 percent by 2020 and by at least 80 percent by 2050 in order to prevent the worst effects of global warming.   &#x26;ldquo;Steep reductions in global warming pollution are challenging but achievable,&#x26;rdquo; noted Aurilio, &#x26;ldquo;and we already have the energy efficiency and renewable energy technologies we need to get started.&#x26;rdquo; Tomorrow, the U.S. Senate Environment &#x26;amp; Public Works (EPW) Committee is expected to vote on amendments to the &#x26;ldquo;Lieberman-Warner Security Act of 2007&#x26;rdquo; (S. 2191), a global warming bill introduced by Senators Lieberman (I-CT) and Warner (R-VA).  While recognizing the important efforts of the bill&#x26;rsquo;s supporters on this critical issue, Environment America&#x26;rsquo;s Aurilio said that the legislation must be significantly strengthened to address the challenge of global warming.  Specifically, the bill&#x26;rsquo;s current pollution reduction targets fall short of what the science says is necessary to avoid the worst effects of global warming, and the bill gives away far too many subsidies to dirty and dangerous energy sources.&#x26;ldquo;If we are going to solve the problem of global warming, this bill must be substantially strengthened,&#x26;rdquo; said Aurilio.  &#x26;ldquo;Environment America urges the Environment &#x26;amp; Public Works Committee to strengthen the bill to require science-based pollution reduction targets, and to limit giveaways to dirty and dangerous energy sources,&#x26;rdquo; concluded Aurilio.  Aurilio also urged members of Congress to support the Safe Climate Act and Global Warming Pollution Reduction Act&#x26;mdash;the only legislation in Congress that includes the science-based targets necessary to help protect future generations from the worst effects of global warming.</description>

Unfortunately, the U.S. EPA&#x26;rsquo;s failure to give the California the stamp of approval to put cleaner cars on the road is more than just bureaucratic delay.  It marks a clear decision to cater to powerful corporate interests instead of protecting the public from very real risks of climate change. The U.S. EPA should immediately give California the green light to put clean cars on the road.  Environment California looks forward to working with Governor Schwarzenegger and Attorney General Brown to ensure that this vital solution to global warming is implemented. </description>

This is the first time that 2004 state-by-state data on carbon dioxide emissions have been released. Nationally, carbon dioxide emissions increased by 18 percent over the 15-year period. &#x26;ldquo;Given the risks from global warming, it&#x26;rsquo;s incredibly irresponsible for the U.S. to increase its global warming pollution. It&#x26;rsquo;s as if the doctor told us that we need to go on a serious diet, but we&#x26;rsquo;ve gone straight for the Ben &#x26;amp; Jerry&#x26;rsquo;s,&#x26;rdquo; said Emily Figdor, director of U.S. PIRG&#x26;rsquo;s global warming program. U.S. PIRG&#x26;rsquo;s report comes less than a week after the Intergovernmental Panel on Climate Change, a U.N. body charged with assessing the scientific record on global warming, released its consensus report on the current and projected impacts of global warming. The report warned of increasing droughts, floods, heat waves, water stress, forest fires, and coastal flooding in the United States but concluded that &#x26;ldquo;many impacts can be avoided, reduced, or delayed&#x26;rdquo; by quickly and significantly reducing global warming pollution. &#x26;ldquo;Global warming pollution is skyrocketing in the United States just as scientists are sounding alarms that we must rapidly reduce pollution to protect future generations. This report is a wake-up call to cap pollution levels now before it is too late,&#x26;rdquo; said Figdor. Using data compiled by the U.S. Department of Energy, U.S. PIRG&#x26;rsquo;s new report examines trends in carbon dioxide emissions from fossil fuel consumption between 1990 and 2004, the most recent year for which state-by-state data are available. Major findings of the report include: &#x26;bull;    U.S. carbon dioxide emissions from fossil fuel consumption grew from almost 5 billion metric tons to almost 5.9 billion metric tons between 1990 and 2004, an increase of 18 percent. Emissions increased in every state but Delaware, Massachusetts, and the District of Columbia. Regionally, carbon dioxide emissions grew the most in the Southeast over the 15 year period. The states with the largest absolute increases in carbon dioxide emissions between 1990 and 2004 are Texas, Florida, Illinois, North Carolina, and Georgia. &#x26;bull;    The electric power sector&#x26;mdash;particularly coal-fired power plants&#x26;mdash;accounted for more than half (55 percent) of the U.S. emissions increase. The Great Lakes/Midwest region experienced the most dramatic increase in carbon dioxide emissions from coal-fired power plants between 1990 and 2004. The states with the largest absolute increases in carbon dioxide emissions from coal-fired power plants during this time period are Illinois, Texas, Missouri, North Carolina, and Indiana. &#x26;bull;    The transportation sector&#x26;mdash;particularly cars and light trucks&#x26;mdash;accounted for 40 percent of the nation&#x26;rsquo;s overall increase in carbon dioxide emissions. Regionally, carbon dioxide emissions from the transportation sector grew the most in the Southeast over the 15 year period. The states with the largest absolute increases in carbon dioxide emissions from motor gasoline consumption between 1990 and 2004 are Texas, Florida, California, Georgia, and Arizona. &#x26;ldquo;The good news is that we have the technology at our fingertips to cut global warming pollution and forge a cleaner, more secure energy future,&#x26;rdquo; said Figdor. The United States could substantially reduce its global warming pollution by using existing technologies to make power plants, businesses, homes, and cars more efficient and increasing the use of clean, renewable energy sources, such as wind and solar power. The Safe Climate Act (H.R. 1590), introduced by Representative Henry Waxman (Calif.) in the House, and the Global Warming Pollution Reduction Act (S. 309), introduced by Senators Bernie Sanders (Vt.) and Barbara Boxer (Calif.) in the Senate, would limit total U.S. global warming pollution to levels that current science says are needed to prevent the worst effects of global warming. The bills would freeze U.S. global warming emissions in 2010 and reduce emissions by about 15 percent by 2020 and 80 percent by 2050. &#x26;ldquo;To protect future generations, our leaders must take decisive action to cut global warming pollution. U.S. PIRG calls on Congress to pass the only bills that do what scientists say we need to do&#x26;mdash;the Safe Climate Act in the House and the Global Warming Pollution Reduction Act in the Senate,&#x26;rdquo; concluded Figdor.   </description>

The case will decide whether the Clean Air Act authorizes the U.S. Environmental Protection Agency (EPA) to regulate the pollution that causes global warming.   &#x26;ldquo;For six years, the Bush administration has toed the oil, coal, and auto industry line on global warming, but today is their day of reckoning,&#x26;rdquo; said U.S. PIRG Clean Air &#x26;amp; Energy Advocate Emily Figdor. U.S. PIRG is a petitioner in the case.     In direct conflict with previous EPA legal opinions, EPA now claims that the Clean Air Act does not give it the authority to regulate global warming pollution. But the Clean Air Act explicitly authorizes EPA to regulate emissions of any air pollutant that &#x26;ldquo;may reasonably be anticipated to endanger public health or welfare,&#x26;rdquo; and it defines &#x26;ldquo;welfare&#x26;rdquo; to include adverse effects on &#x26;ldquo;weather&#x26;rdquo; and &#x26;ldquo;climate.&#x26;rdquo;   &#x26;ldquo;We&#x26;rsquo;re optimistic that today marks a turning point in our nation&#x26;rsquo;s fight to protect future generations from global warming. Finally, we&#x26;rsquo;ll be able to put to work the many solutions that are available to reduce global warming pollution,&#x26;rdquo; said Figdor.   While the case is likely to have broad implications for regulating global warming from cars, power plants, and other sources, the Supreme Court is considering whether current law compels EPA to regulate global warming emissions from cars and light trucks. The Court&#x26;rsquo;s decision could affect the 11 states with global warming tailpipe emissions standards for cars and light trucks. Under the Clean Air Act, states may adopt California&#x26;rsquo;s tailpipe emissions standards in lieu of minimum federal standards. Ten states have adopted California&#x26;rsquo;s standards to reduce fleet-wide global warming emissions from new vehicles by 25 percent in model year 2009, rising to 30 percent in model year 2016.   U.S. PIRG is a petitioner in the case, along with a coalition of states, cities, and environmental organizations. <description>Statement of Emily Figdor U.S. PIRG Federal Global Warming Program Director Time is running out to stop the worst effects of global warming, and only bold and decisive action will protect our environment, economy, and future generations of Americans.  While this bill is an important starting point for action, it needs to be strengthened to meet the challenge of global warming.   We applaud Senators Lieberman and Warner for introducing this bill and for the tireless efforts of Senators Sanders and Lautenberg to improve it &#x26;ndash; but more needs to be done.     As currently crafted, the bill has these three main problems.  These problems, which are outlined below, would be addressed by the amendments offered today by Senator Sanders. The bill must achieve faster and deeper cuts in pollution, consistent with what the science demands. According to a preliminary analysis by the World Resources Institute, the pollution caps in the bill would reduce total U.S. global warming emissions by 13 percent below 2005 levels by 2020 and by 45 percent below 2005 levels by 2050.  These reduction levels are far short of the reductions the science indicates are needed (at least 80 percent reductions by 2050) to prevent the worst effects of global warming.  One change to the bill secured by Senator Lautenberg &#x26;ndash; adding emissions from burning natural gas &#x26;ndash; will achieve additional mandatory reductions, but that specific requirement has not yet been spelled out.  Additional reductions may be achieved through other policies in the bill, but those reductions are difficult to quantify and are not guaranteed.   Flexibility mechanisms in the bill must be tightened to prevent undermining the goals of the bill.  The bill currently allows companies to exceed their pollution limits by paying sources not covered by the program to reduce emissions.  Ensuring that a ton of pollution from such &#x26;ldquo;offsets&#x26;rdquo; equals a ton of real reductions is a major challenge.  In addition, offsets delay the transition to cleaner technology that will be needed to achieve deep future cuts in emissions.  Under the bill, a company could theoretically meet nearly its entire 2020 pollution-reduction requirement through offsets. Polluters must be required to pay for every ton of pollution they put into the atmosphere.  The bill gives hundreds of billions of dollars in the form of emission allowances to polluters for free, which will create windfall profits, as have occurred in Europe, and take vital resources away from easing America&#x26;rsquo;s transition to a clean energy future.  These profits come directly from the pocketbooks of consumers.  Under this bill, just under half (49 percent) of the pollution permits would initially be given to polluters for free, and it will take 25 years (until 2036) before we stop handing cash to polluters.  More than 100 organizations and individuals, including former Labor Secretary Robert Reich, the Consumer Federation of America, MoveOn.org, OXFAM, and U.S. PIRG, recently released a statement calling for all allowances to be auctioned in a cap-and-trade system. We look forward to working with the full committee to strengthen the bill.   </description>

<description>HARTFORD, CT &#x26;ndash; Citing the need to address &#x26;ldquo;the most important environmental issue facing Connecticut and the nation&#x26;rdquo; several prominent environmental groups today announced that they have formed the Stop Global Warming Connecticut Campaign and will push for legislation mandating a statewide global warming pollution cap in the 2008 legislative session.  While support for the Stop Global Warming Campaign is still growing, the effort is being spearheaded by Clean Water Action, Connecticut Fund for the Environment, Environment Connecticut, Environment Northeast, Environmental Defense and The Nature Conservancy. In order to combat the effects of global warming, the Campaign is advocating for legislation that will impose a mandatory cap on carbon dioxide and other emissions caused primarily by the burning of fossil fuels &#x26;ndash; the main source of the greenhouse gasses that are causing global warming.  In addition to the cap, the Campaign will also be proposing a series of policies and programs &#x26;ndash; many being developed in California and New Jersey, states that have already instituted mandatory global warming pollution caps &#x26;ndash; that will help achieve the emissions reductions mandated by the cap. &#x26;ldquo;The global warming debate is over and we know what we have to do.  The science tells us that we must begin reducing our greenhouse gas emissions now and work steadily to achieve reductions of 80 percent by 2050 if we are to avoid the worst consequences of global warming.  We have a moral obligation to act and adopting enforceable emissions limits on global warming pollution is an essential step towards a sustainable future,&#x26;rdquo; said Charles Rothenberger, staff attorney with Connecticut Fund for the Environment. &#x26;ldquo;Connecticut was one of the first states to set pollution reduction goals and release a global warming plan, but action to date has not been sufficient to reach our climate goals. <description>Madison, WI &#x26;ndash; After accepting testimony at a public hearing September 25th where Senate Bill 81 received significant public support, the Senate Committee on Environment and Natural Resources voted this morning in favor of the bill known as the Wisconsin Safe Climate Act which would reduce global warming emissions in Wisconsin to 1990 levels by 2020. &#x26;ldquo;This morning&#x26;rsquo;s vote is an important step toward global warming solutions,&#x26;rdquo; said Dan Kohler, director of Wisconsin Environment.  &#x26;ldquo;We are seeing global warming impacts like the extreme rainfall and flooding we experienced this summer to the low lake levels in Lake Michigan and Lake Superior to the prospect of another winter without ice cover on the lakes.  In the absence of federal action, it is critical the state Legislature act to address the problem.&#x26;rdquo;  In February 2007, the Intergovernmental Panel on Climate Change (IPCC), a United Nations body charged with assessing the scientific record on global warming, found that the evidence of global warming is &#x26;ldquo;unequivocal&#x26;rdquo; and concluded, with more than 90% certainty, that human activities are responsible for most of the observed increase in global average temperatures since the mid-20th century.  &#x26;ldquo;Reducing carbon emissions is not only the right thing to do for the environment and public health and safety; it is the right thing to do for the economy,&#x26;rdquo; stated Jon Geenen, director of United Steelworkers, District 2. &#x26;ldquo;Transitioning to new cleaner energy will clearly result in the development of new technology and new markets, but equally important will generate high quality family sustaining jobs.&#x26;rdquo;   Wisconsin is a large emitter of global warming pollution.  According to data from the Department of Energy, Wisconsin&#x26;rsquo;s carbon emissions increased 25percent between 1990 and 2004.  Were Wisconsin its own country, it would have ranked 37th in the world for emissions during 2004, ahead of nations such as Austria and Portugal.   &#x22;This legislation is much-needed,&#x22; said Sue Beitlich, President of Wisconsin Farmers Union. &#x22;Climate change is having a visible effect on agriculture. Farmers continue to suffer from weather-related disasters, each year seemingly worse than the one before. Weather has become more unstable and unpredictable, and for farmers, who rely so much on the weather, this is a serious issue.&#x22; According to the IPCC, to avoid the worst impacts of global warming, the United States must halt increases in global warming emissions now, cut emissions by at least 15 to 20 percent by 2020, and slash emissions by at least 80 percent by 2050. &#x22;It is very critical that the state take action to address climate change to protect Wisconsin&#x26;#39;s valuable fish and wildlife habitat and our rich hunting, fishing and trapping heritage,&#x26;rdquo; said George Meyer, executive director of Wisconsin Wildlife Federation. With leadership from Governor Doyle and bi-partisan support in the Legislature, Wisconsin took an important step in 2006 by adopting a policy requiring that 10percent of our energy come from renewable sources by 2015.  Twenty five states have adopted similar policies to promote renewable energy and over a dozen states have policies to reduce global warming emissions.  Three states, New Jersey, California and Hawaii, have adopted statewide caps lowering emissions of global warming pollution to 1990 levels by 2020. &#x26;ldquo;Wisconsin in on the right path to developing homegrown, clean renewable energy like wind, solar and biomass,&#x26;rdquo; said Kohler.  &#x26;ldquo;Now it&#x26;rsquo;s time to take the next step.&#x26;rdquo; Wisconsin Environment thanks Senator Wirch, Senator Jauch and Senator Miller for voting for the Wisconsin Safe Climate Act. <description>Joined by Albuquerque Mayor Martin Chavez, Environment New Mexico Research &#x26;amp; Policy Center released a report outlining the economic benefits of a Mayor-backed Clean Cars Program that would reduce air pollution and global warming emissions from new vehicles sold in the state. The report found that New Mexicans could stand to save $623 million annually at the gas pump as a result of the program, which would help to reduce New Mexico&#x26;rsquo;s dependence on oil while keeping more money in the local economy and creating jobs. The report, entitled Dollars and Sense: The Economic Benefits of the Clean Cars Program in New Mexico, outlines the economic impacts of the program for consumers, manufacturers, dealers and the state&#x26;rsquo;s economy. The release of this new report happens just weeks before joint hearings before the Albuquerque-Bernalillo Air Quality Control Board and state-wide Environmental Improvement Board, scheduled for November 26-28 in Albuquerque. The boards will determine whether Albuquerque and New Mexico will join 12 other states in adopting these more protective standards. The Albuquerque Environmental Health Department&#x26;rsquo;s Air Quality Division has drafted regulations and requested a hearing to vote on the matter. Environment New Mexico also delivered approximately 3,000 postcards to the Mayor in recognition of his commitment to address global warming and for his support of the Clean Car standards in Albuquerque. &#x26;ldquo;There is broad public support for taking decisive action to address global warming. The Clean Cars Program is a good reminder that many of the solutions to global warming also provide net economic benefits to our citizens,&#x26;rdquo; said Mayor Martin Chavez. &#x26;ldquo;Cars and trucks are the largest source of global warming emissions in the City of Albuquerque. If we bring cleaner cars to our roads, we can make a big dent in these emissions, while saving people money at the pump.&#x26;rdquo; &#x26;ldquo;We applaud the Mayor&#x26;rsquo;s work on global warming and his support for this important program. Albuquerque should continue to be a leader in tackling global warming by bringing the Clean Cars program to our roads,&#x26;rdquo; said Environment New Mexico advocate Lauren Ketcham. T he Clean Cars program, initially started in California under special authority granted through the Clean Air Act, has been adopted by twelve states: Maine, California, Vermont, Rhode Island, Massachusetts, Connecticut, New York, New Jersey, Pennsylvania, Maryland, Washington and Oregon. Other states are currently in the process of adopting the standards, including Arizona. The transportation sector is the second largest source of carbon dioxide pollution in the state, making up nearly one-quarter of the state&#x26;rsquo;s emissions in 2000. Global warming, left unchecked, could substantially impact the frequency of heat waves, increase the risk of wildfires in the state and decrease mountain snowpacks and available water supplies. Cleaner cars can help to reduce the state&#x26;rsquo;s global warming and air pollution emissions. First, the low emission vehicle (LEV II) program sets strict standards for traditional air pollutants. Under the program, volatile organic compounds and nitrogen oxide would be cut by 5 percent and 11 percent respectively. Second, the global warming pollution standards set a fleet-wide average global warming emission standard that the major automakers need to achieve. By 2016, new cars would emit 34 percent less global warming gases, while light-duty trucks would produce 25 percent less. Third, the zero emission vehicle (ZEV) program helps to drive further technological development by requiring automakers to invest in researching and producing advanced-technology vehicles. Key findings of the report include: Cleaner cars are a good deal for New Mexico&#x26;rsquo;s drivers. Cleaner cars that incorporate advanced-technology components have reduced operating costs, saving drivers money at the pump. Cleaner cars begin to pay for themselves immediately. - As a result of anticipated oil savings, New Mexico consumers could $623 million annually under the Clean Cars Program. - Assuming fuel costs of $3 per gallon, consumers will experience a net savings of $245 to $320 per year during the life of a 5 year loan and $490 and $560 per year when the loan is paid off. - Adopting the Clean Cars Program would mean that New Mexicans get better choices and have more access to cleaner, conventional cars and advanced-technology vehicles. Manufacturers have historically overestimated the price of producing cleaner vehicles to comply with stronger emission standards. - Auto industry costs estimates for the 1970s catalytic converter requirements were 2 times higher than the actual cost. In the 1990s, Sierra Research, who provided cost analyses for the auto industry, estimated costs that were 10 times higher than the actual cost of compliance for the original LEV program. Because drivers will be spending less at the pump&#x26;mdash;money that largely leaves the local economy and is sent out of state or overseas&#x26;mdash;the state&#x26;rsquo;s economy will benefit as people have more money to spend on other commodities and in their local stores. - The New Mexico Climate Change Advisory Group found that the program would actually save money for the state. Each ton of carbon dioxide equivalent reduced would save the state $117, making the Clean Cars Program the most cost effective of the 69 policy options that the state analyzed to reduce global warming emissions. - Because the program would also reduce the air pollution that affects rates of asthma, cancer and heart disease, a reduction in state medical costs could also be expected. Health care costs from ozone, smog and air toxics put a burden on the state health care system. Reducing emissions that trigger asthma attacks and increase cancer will inevitably lead to fewer sick days and reduced health care costs for business and government. The economic, social and environmental consequences of inaction, or choosing to ignore the threat of global warming, will likely be severe, and outweigh any potential unintended consequences of emission reduction efforts. - In a time of scientific certainty about the seriousness of global warming and increasingly more frequent debate around policy solutions to global warming that would put a price on carbon, businesses that are dependent on fossil fuels or are heavy emitters find themselves in a riskier and riskier business climate. - The likely impacts of global warming in New Mexico could significantly impact New Mexico&#x26;rsquo;s economy. For example, warmer winter temperatures would hurt ski resorts and other snow sport industries, which provided a $270 million financial benefit to the state in 2004. - Acting immediately to reduce greenhouse gas emissions&#x26;mdash;from the transportation sector and economy-wide&#x26;mdash;would help us to avoid the costs of inaction. &#x26;ldquo;The medical costs of asthma, cancer, cardiovascular and respiratory diseases are staggering. We know that ozone, fine particles and toxic air pollution from vehicles contribute significantly to the severity and risk of these diseases,&#x26;rdquo; said Hugh Church, a volunteer and board member with the American Lung Association of New Mexico. &#x26;ldquo;Reducing pollution from cars, trucks and SUVs would reduce medical costs and keep New Mexicans healthier.&#x26;rdquo; &#x26;ldquo;This report demonstrates that the Clean Cars Program is not only good for the planet and for public health, but is also good for our pocketbooks. New Mexico should be the next state to bring these cleaner cars to its roads,&#x26;rdquo; concluded Ketcham.   </description>

The bill caps emissions of global warming pollution and requires emissions cuts to 10 percent below 1990 levels by 2020 and 80 percent emissions reductions from 2001 levels by 2050. The bill now goes to Governor Rell for her signature. &#x26;ldquo;This bill builds upon the success of the 2004 landmark legislation, An Act Concerning Climate Change which created emissions goals for Connecticut.  This bill makes the goals mandatory and requires state agencies to implement the necessary policies and regulations to cut emissions to achieve the needed reductions&#x26;rdquo; said state Senator Ed Meyer. Connecticut is the fifth state after California, New Jersey, Hawaii and Washington, to adopt mandatory limits on global warming pollution. Meanwhile, the United States Congress is beginning debate on federal legislation that builds upon these state actions. Mandatory global warming pollution caps are a response to warnings from the scientific community that emissions cuts are necessary in order to avoid the most dangerous impacts of global warming. The scientific consensus suggests that avoiding those impacts requires cutting emissions 15 percent to 20 percent by 2020 and 80 percent or more by 2050. Senator John McKinny stated &#x26;ldquo;Connecticut has demonstrated leadership in passing this important legislation.  If every state decided that it was too small to have an impact on climate change, or that it must wait for others to act, we will fail to address what is one of the gravest threats we face.&#x22; &#x26;ldquo;Connecticut and other states are setting the bar for Congress as it debates nationwide limits on global warming pollution,&#x26;rdquo; said Environment Connecticut Program Director, Christopher Phelps. &#x26;ldquo;While some voices in our nation&#x26;rsquo;s capitol push a go-slow approach, state leaders are stepping up and doing what&#x26;rsquo;s necessary to achieve the emissions cuts the science tells us are necessary to stop global warming.&#x26;rdquo; In addition to mandatory statewide emissions limits, the bill includes provisions directing state agencies to investigate and implement actions to achieve the caps and to begin addressing the impacts of climate change. The legislation:  Requires the Department of Environmental Protection to inventory emissions and recommend strategies to reduce emission. Then every three years beginning in 2012, publish a schedule of specific actions previously taken and proposed to reduce emissions, and show reasonable further progress towards meeting the caps. &#x26;ldquo;In 2004 and 2005, Connecticut established one of the first state goals and climate change action plans in the nation. Unfortunately, those efforts haven&#x26;rsquo;t produced the necessary pollution cuts,&#x26;rdquo; said Roger Smith, Campaign Director for Clean Water Action. &#x26;ldquo;This law gets Connecticut back on track by requiring DEP to show regular progress towards mandatory emissions limits.&#x26;rdquo;  Directs the Governor&#x26;rsquo;s Steering Committee on Climate Change to establish a subcommittee to assess climate change impacts on the state and recommend measures to mitigate such impacts.  &#x26;ldquo;This legislation creates a critical mechanism for Connecticut to better prepare for the very serious impacts that sea level rise and other effects of climate change will have on our human and natural communities&#x26;rdquo; remarked David Sutherland, Director of Government Relations for The Nature Conservancy.  &#x26;ldquo;Over the next few decades, we&#x26;rsquo;re likely to lose neighborhoods and important coastal wetlands to sea level rise. The strategies that will be developed as a result of this bill will help our citizens and wildlife better adapt to these threats.&#x26;rdquo;   Requires the Department of Transportation to investigate expansion of high-speed and light rail train systems serving Connecticut. The bill also directs DEP to investigate a low-carbon fuel standard to reduce the carbon content of fuels. &#x26;ldquo;There are many practical steps Connecticut can, and must, take to cut global warming pollution,&#x26;rdquo; said Jessie Stratton, Deputy Director for Environment Northeast. &#x26;ldquo;This bill creates a framework to achieve mandatory cuts in carbon emissions to ensure that our children inherit a livable planet.&#x26;rdquo;  Directs DEP to investigate additional market-based compliance mechanisms, such as expanded cap-and-trade programs, to achieve emissions reductions. Proponents of the legislation expect the bill to ensure Connecticut remains a leader in the state and national effort to stop global warming. It establishes firm, mandatory global warming pollution limits for the state, creates a practical framework for reducing emissions to meet those limits, and ensures that Connecticut does its part to achieve the global warming pollution reductions that the science says are necessary. &#x26;ldquo;We have a moral obligation to adopt responsible environmental policies and be good stewards of our rivers, land, and air. A sustainable future depends upon our ability to reduce greenhouse gas emissions.
